Heat oil in a large skillet over medium heat. Add bell pepper and onion. Cook until crisp-tender, about 5 minutes. Stir in meatballs, marinara, and crushed red pepper. Bring to a boil. Reduce the heat and simmer covered for 15 minutes.
Open the buns, but leave the hinged side. Spoon the meatball and sauce mixture on top of open buns. Sprinkle with cheese. Broil sandwiches 4 to 5 inches from the heat 1-2 minutes, or until cheese melts and buns are toasted.
